The official citation is as follows:-

DFC - Flight Lieutenant Cyril Bailey, R.A.F.V.R., No. 219 Squadron.  With the exception of six months on operational training duty, this officer has been flying operationally since June 1940, and has been directly responsible for the destruction of at least three enemy aircraft.  He has a fine operational record, during which his keenness to impart his knowledge to less experienced observers and coolness in the face of the enemy have been outstanding.      WGS Magazine Summer, 1944
